Jorge L. Garcia, President & Ceo
Graduate of Florida International University. Prior to joining ODM Jorge worked for more than 17 years in the South Florida banking industry. He began his banking career as a Part-time Teller and grew to hold positions as SVP/Director of Sales & Marketing and Director of Training & Organizational Development for organizations with staff as large as 900 employees. In the past fifteen years, Jorge has guided ODM to become a 1st choice resource for organizations looking to obtain their business goals and objectives more easily through:

Jorge has facilitated hundreds of seminars in sales, customer service, supervisory skills, management skills, and leadership development. He is also an accomplished instructional designer. A. Anthony Noboa, Senior Vice President
Tony began his banking career at the predecessor of Sun Trust Bank in Miami, the Miami Beach First National Bank, in 1959 as a Management Trainee in the Operations Department. Subsequently he became Vice President and Branch Manager of the Miami Beach office overseeing all branch and business development functions. Tony went on to work with Intercontinental Bank, Sunset Commercial Bank, and Jefferson National Bank, Beach Bank, in senior positions including Executive Vice President and Bank Director. Tony holds a BSBA from the University of Florida. He is also a graduate of the school of Banking of the South, at Louisiana State University and National Commercial Lending School, at Oklahoma University.
Tony’s wealth of experience and local contacts can help any organization achieve its growth goals. In addition to his professional experience Tony has served on various charitable boards as Director and President to include: United Cerebral Palsy of Miami, Kiwanis Club, Miami Beach Chamber of Commerce, Bank Administration Institute and many others.
Deborah Winkles, Senior Vice President of Human Resources
Debbie brings a wealth of practical experience in all areas of human resource management from working over 20 years as an HR professional in south Florida. With this experience, Debbie can assess potential regulatory or legal risks, identify work flow inefficiencies and provide solutions to ensure human resource management functions are aligned with your company’s growth goals and contributing to its long term success.
Debbie has a bachelor’s degree in Human Resource Management from Barry University and is a certified Senior Professional in Human Resources. She is a recognized leader in the field of human resource management and in 2006 was a South Florida Business Journal’s Excellence in H.R. Award Honoree and in 2010 received the Society of Human Resource Management’s District Director of the Year Award. She served as District Director for five years and is currently the Historian for the H.R. Florida State Council. She is a past president and lifetime member of the Greater Miami Society of Human Resource Management and a founding member of the Bank Human Resources Management Group. She serves on the University of Miami’s Masters of Science in HRM Advisory Board and previously served on the FIU Masters of Science in HRM Advisory Board.
Larry Goldberg, Senior Vice President of Risk Management/Regulatory Compliance
Larry is a certified compliance professional with over 40 years of regulatory and bank experience. He has implemented and managed the risk management area for several financial institutions having both domestic and international operations and with assets under $1 billion. Areas under his supervision include consumer compliance, bank secrecy/anti-money laundering/OFAC, community investment and information security.
Larry is a former examiner with the Federal Reserve Bank of Atlanta. He has earned several professional designations that include the Certified Regulatory Compliance Manager (CRCM), Certified Anti-Money Laundering Specialist, and Certified Risk Professional (CRP).
Larry is currently Treasurer and Director for the South Florida Compliance Association.
Larry earned his Bachelors of Science degree in Business Administration from the University of Florida.
Javier Jaramillo, Senior Vice President, Director of Regulatory Compliance
He has over 20 years of banking and regulatory compliance experience with extensive work in the oversight of all Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) functions. This includes enhanced due diligence, KYC remediation, look-backs, internal audits, risk assessments, monitoring system validations, policy and procedure reviews, transaction monitoring, suspicious activity reporting, and customer annual reviews.
Javier’s banking experience includes serving as the Director of Compliance/AML at two institutions who hired him to manage the removal of regulatory action imposed by the banking supervisory agencies, which he achieved. He has also ensured proper monitoring of international private banking accounts at several banks with a high concentration of clients from Central and South America and the Caribbean.
In addition, he served as a bank examiner for the Office of the Comptroller of the Currency (OCC) and the Federal Reserve Bank of Atlanta. His duties included regulatory oversight of national and international banks in South Florida, conducting examinations of the overall functions of each institution including operational, credit and compliance/AML reviews.
Javier has a bachelor’s degree in Finance and International Business from Florida International University and holds a Series 7 Registered Representative License.
Javier brings a unique and valuable perspective having worked both as a banker and bank examiner, which he draws upon to help clients understand the myriad requirements of the BSA-AML regulations and ensure they have the tools and controls necessary to maintain a fully compliant program.
Carlos Pulido, Director of Cost/Profitability Management and Performance Improvement
Carlos is a graduate of Saint Michael’s College and MBA from University of Notre Dame. Experienced management consultant with 20 years specializing in cost management, cost reduction, process and profitability improvement. He began his career as a staff consultant for Arthur Andersen for 7 years, where he completed several projects related to: Process Improvement, Systems Implementations, Reorganizations, and Profitability Models.
He specializes in helping organizations reduce cost and maximize profitability by identifying root causes of costs and providing recommendations to improve efficiency and create a better product/customer mix. He has been a speaker at conferences for Beyond Budgeting, Health Care, and AICPA; sharing acquired knowledge in Cost / Profitability Management and Performance Improvement.
Kim Garcia, Vice President of Operations
Kim is a graduate of Florida International University. She brings to ODM her experience in project management, auditing and recruiting. For more than 15 years Kim worked in the healthcare industry conducting audits and oversight to ensure compliance with state regulators. At ODM Kim is responsible for overseeing the Mystery Shopper Program and various other projects ensuring that they are completed accurately and on time.
Nadege Fabien, Senior Project Manager
Nadege is a graduate from the University of Miami with a degree in Finance with over 23 years experience in Client Services and Project Implementation. She brings to ODM extensive project management experience with an expertise is in employee mentoring, training and development, project coordination and client services for both new and existing clients.
Katie Garcia, Account Specialist
Katie Garcia is an Account Specialist and Executive Recruiter. She is a graduate of Florida International University with a degree in Business and Psychology and a minor in Organizational Communications. She has worked in various roles during her 4 years at ODM such as managing the executive recruitment department, taking part in the mystery shopping program and supervising marketing for ODM.
